The Master Plan for Developmental Services: A Community-Driven Vision is Finalized

After a year of dedicated collaboration, listening sessions, and thoughtful discussions with fellow committee members, individuals with disabilities, families, service providers, and community leaders across California, I am proud to share that the Master Plan for Developmental Services has now been finalized and publicly released.

As one of the 36 appointed members of the committee, I have witnessed firsthand the commitment and passion that went into shaping this comprehensive vision for improving the disabilities services system. This Master Plan represents our collective effort to create a more equitable, person-centered, and transparent system that truly meets the needs of Californians with developmental disabilities.

The plan sets out a bold long-term vision, emphasizing urgent priorities and early actions in key areas such as:

  • Improving access to clear, culturally relevant, and timely information for individuals and families;
  • Supporting and strengthening our dedicated workforce to better serve our communities;
  • Building transparency, accountability, and continuous improvement into every aspect of the system.

This is just the beginning of a new chapter. While there is much work ahead, this plan provides a solid foundation for meaningful, lasting change—one that puts individuals with disabilities and their families at the center of our efforts.

I am confident that, together, we can turn this vision into reality and ensure a brighter, more inclusive future for all Californians. The Master Plan is available in several languages, and can be viewed HERE.
