MAKE YOUR VOICE HEARD: Governor Newsom’s Proposed Budget and its Impact on Californians with Development Disabilities

This Wednesday, February 22, starting at 1:30 p.m., the California State Assembly’s Budget Subcommittee #1 on Health & Human Services will hear and discuss several critical topics that impact the supports and services for Californians with developmental disabilities and their families. The hearing will be in-person in room 444 at the State Capitol, and can also be watched online at https://www.assembly.ca.gov/schedules-publications/todays-events.

The hearing will primarily focus on Governor Newsom’s proposed 2023-24 state budget and its impacts on California’s developmental services system. Many other high-priority topics, however, will also be discussed, including:

  • Equity and strategies to reduce racial disparities in regional center services;
  • California’s transition plan to phase out subminimum wage employment for people with developmental disabilities;
  • Challenges for service providers to hire adequate staff for services;
  • Update on the implementation of the service provider rate models.

CALIFORNIA ASSEMBLY DISCUSSES ISSUES IMPACTING PEOPLE WITH I/DD

Last Wednesday, March 6, 2019, the California State Assembly Budget Subcommittee on Health & Human Services held a hearing to discuss several issues impacting people with intellectual and developmental disabilities (I/DD) throughout the state. Members of the committee listened to more than six hours of testimony by the Governor’s administration, the Legislature, and from the public on proposals that will have both immediate and long-lasting impacts to the I/DD community. The provide rate study and emergency 8% funding increase for Lanterman Act services and supports (starting at 1:05:00 on the video)
Local minimum wage increases and the impact on service providers (starting at 3:07:15)
Safety net services for people in crisis (starting at 3:18:00)
14 day uniform holiday schedule, social recreation and camp services, an 1/2 day billing (starting at 4:42:00)
Racial disparities in I/DD services (starting at 5:21:00)
