On Monday evening, November 27, 2017, the intellectual and developmental disability lost a champion. Art Bolton was one of the pioneering visionaries and authors for The Lanterman Act – California’s landmark civil rights legislation for people with developmental disabilities.
In his position at the California Assembly Office of Research, Art worked with parents from across the state to create a new community centered system as opposed to institutionalization.
