The Legislative Analyst’s Office (LAO) is a non-partisan government agency that provides fiscal and policy advice to the California legislature. In addition to analyzing the Governor’s Budget one of the responsibilities of the LAO is to prepare special reports on various topics of interest to the Legislature. On January 4, 2017, the LAO released its report Evaluating California’s System for Serving Infants and Toddlers with Special Needs. The report reviews, assesses, and makes recommendations for changing California’s early intervention system, serving more than 40,000 infants and toddlers with special needs.
