Here is a recap of bills supported by The Arc & UCP California Collaboration that reached the desk of Governor Gavin Newsom during the 2024 legislative session. Although the Governor had an approximate 18% veto rate on the bills that reached his desk, bills for the developmental disability community did not fare as well with a 45% veto rate. We have in included the Governor’s veto messages linked below. Most, if not all, of the bills were unanimously supported by the Legislature.
There were some major wins for our community that we should celebrate. We applaud all the legislators, community partners, and advocates who spent many hours diligently ushering these bills through the legislative process to protect the rights and improve the quality of life for Californians with disabilities and their families.
Here is a list of the bills that were signed by the Governor and chaptered:
AB 1906 (Gipson) – Persons with disabilities: terminology.
AB 2397 (Maienschein) – Child support: special needs trusts.
AB 2423 (Mathis) – Disability services: rates
AB 2821 (Grayson) – Postsecondary education: students with disabilities.
ACR 179 (Jones-Sawyer) – Proclaims April 28, 2024, Californians with Disabilities Day
SB 1001 (Skinner) – Death penalty: person with intellectual disabilities.
Here are the bills that were vetoed by the Governor, and his veto message.
AB 2428 (Calderon) – Medi-Cal: Community-Based Adult Services.
AB 1977 (Ta) – Health care coverage: behavioral diagnoses.
AB 2704 (Zabur) – In-home supportive services: criminal background checks.
AB 3063 (McKinnor) – Pharmacies: compounding.
AB 3156 (Patterson/Nguyen) — Medi-Cal managed care plans: enrollees with other health care coverage.
We are extremely grateful to all the assemblymembers and senators who championed legislation that makes the world a more equitable place for those we care about with developmental disabilities, their families and the dedicated team of professionals who provide their lifetime of supports and services.
