Monday, January 7th, 2019: This morning Gavin Newsom will be sworn in as the 40th Governor of California, and with it a shift in vision for California’s future. In just a few short days, on January 10th, Governor Newsom will release his first state budget, and it will be a statement of his priorities. As reported by the L.A. Times, his transition team has already leaked to the public some large investments the Governor will propose in his budget, the majority of which focus on early child development, including early screening.
The Arc of California, as a vocal statewide leader promoting prevention and early intervention of developmental delays and disabilities, is encouraged by Governor Newsom’s focus on the whole child and brain development and we will be active in budget discussions around these issues. We also, however, will simultaneously and vigorously continue to advocate to improve services and supports for the 330,000 Californians already living with intellectual and developmental disabilities. The Arc of California believes that an appropriately paid support workforce, saving and expanding community integration services, and affordable housing options are in critical need of additional funding this year, and we are helping build a coalition across the state to make sure both the Governor and Legislature agree to these needed investments.
Governor Newsom’s budget is reported to include the following investments:
- $750 million for “universal kindergarten”;
- $500 million for child care facilities, workforce development, and capacity building among child care providers;
- $100 million for home-visit programs to improve maternal and child health in families with infants and toddlers;
- $100 million on development and health screenings;
