Community Impact Survey Results Reveal Public Uncertainty About the Future of Disability Services

This summer, more than 800 members of California’s disability community shared their voices through The Arc of California’s Community Impact Survey. The results shine a light on the urgent challenges families face—and the clear priorities our movement must advance.

What we learned together:

    • Medicaid/Medi-Cal is at risk – 76% of respondents are “very concerned” about cuts, with many expressing stress and uncertainty about how reductions will affect their daily lives.
    • Affordable housing remains out of reach – families emphasized the urgent need for housing that is both accessible and affordable.
    • Immigration fears disrupt services – 13% reported staff and individuals with disabilities withdrawing from disability services due to immigration-related concerns, while 57% expressed uncertainty about immigration enforcement impacts.
    • Caregivers need support – the majority of respondents are parents or family members, many over age 65, underscoring the urgent need for future planning resources.
    • Our network is strong and involved – 77% of respondents took action by signing an alert, and most rely on The Arc for advocacy updates, with email and Facebook as their preferred ways to stay informed.

We have heard from our community and understand your concerns and worries about the future of disability services and supports. We assure you that we will be working closely with the Governor’s Administration, the Legislature and other advocacy organizations to protect vital services and keep you informed of any changes as a result of federal and state funding cuts.
