
Keys to Unlocking a Future of Opportunity and Inclusion
The 15th Annual “VIRTUAL” Developmental Disabilities Public Policy Conference inspires, educates, and empowers attendees to become advocates for Californians with intellectual and developmental disabilities (IDD). The conference is presented by The Arc of California, Easterseals and United Cerebral Palsy. Each year, the conference features nationally known speakers who have been trailblazers for promoting policies that improve the disability system, enabling people with IDD to live inclusively in their communities. Attendees include governmental officials, and leaders within the IDD community, including self-advocates, family members, support professionals, and academies. This year, every attendee who registers before the Early Bird ticket deadline of March 22, will receive a program and welcome box mailed to them in advance of the conference and is automatically entered into daily drawings for prizes. We hope each attendee will walk away with a deeper understanding of the current public policy reality for the disability system, and a renewed sense of empowerment to design a future together where every person has an opportunity to live their best life.

We are Excited to Announce the Following Featured Speakers
Max Barrows
Max Barrows is Outreach Director for Green Mountain Self-Advocates, a position he has held since 2007. He mentors youth and adults with developmental disabilities to speak up for themselves and become leaders. Max connects with people on all levels advocating for true inclusion of people with developmental disabilities. Max is the Assistant Director of Technical Assistance and Outreach for the national Self Advocacy Resource and Technical Assistance Center. In his work, he advances the message that when you meet an individual with a disability, presume competence. He received a White House Champions of Change award for this work in 2015.
Rebecca Cokley
Rebecca Cokley joined the Ford Foundation in January of 2021 as the first U.S. Disability Rights Program Officer. Prior to Ford Rebecca co-founded the Disability Justice Initiative at the Center for American Progress. A three time Appointee for President Obama, Rebecca served at the U.S. Department of Education, the U.S. Department of Health and Human Services, and the White House where she oversaw Diversity, Equity and Inclusion in the first term. In 2020, she was the Richman Distinguished Fellow for Brandeis University. Rebecca has spoken at Netroots, Comic-Con, the Women’s March National Conference and is a regular guest on MSNBC.
